Research activities have rapidly increased in disaster communications domain. A
critical problem is the provision of communications facility to the disaster victims before rescue teams
arrive; this allows victims to help each other. A novel resource management scheme for clustered ad
hoc networks (CR-RM) in post-disaster communications is proposed in this paper to address the
mentioned problem. Two disaster scenarios are presented, depending on the severity of disaster. A 3-
tier conceptual mode for spectrum sharing is also proposed. At the end the performance of CR-RM
scheme is evaluated for probability of successful transmission and spectrum efficiency.
